Application Administrator - National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL)

Ocean Associates, Inc. (OAI) supplies information technology and personnel support services on contract to government and industry clients. OAI is seeking an Application Administrator in the Washington, DC area to provide Level 1 – Level 3 systems operations and maintenance support for the National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) program.
Project activities:
NARA requires on-going support services to operate and maintain the computer systems containing the electronic records of Presidential Administrations. The PERL suite of 12 database-driven applications fall into two categories: electronic finding aids, and electronic records systems. The electronic finding aids greatly facilitate location and retrieval of paper or other records, and provide substantive information about the records. These systems support user access to scanned digital images of selected documents and other electronic records, and the on-going archival processing by authorized project staff. These electronic records systems consist of email and similar communications transmittals, scanned images of textual materials, and original and scanned digital photographic images. Some of these systems contain classified, national security information, and must be managed according to national security regulations.
Duties
1. On-Going Technical Support for PERL Electronic Records Systems.
• Network engineering (unclassified network, TS and SCI standalone systems).
• Database administration (Oracle).
• Software Maintenance Support.
• Maintain application knowledge.
• Provide PERL user training.
• Provide operational support.
• Maintain the problem tracking and issue resolution database.
• Support (minor bug fixes) of existing software.
• Update/maintain the Configuration Management (CM) Database for PERL.
• Provide and implement a configuration management strategy.
• Maintain and update PERL user configuration documents.
• Update and maintain a backup and recovery strategy.
• Optimize database and image server performance.
• Coordinate with software and hardware vendors.
• Maintain operational documentation and supporting transformation to operations.
• Coordinate hardware repair and replacement with vendors or NARA staff as required.

Salary and Benefits
This is a full-time 40 hr/week position with excellent employee benefits, including medical insurance, holiday, vacation, and sick leave. Salary commensurate with experience.
Required Knowledge and Experience
• Minimum Education: Bachelor’s degree in Information Technology, Engineering, Science or relevant field along with 2 years of relevant experience. Associate’s Degree and 6 years of relevant experience may be substituted.
• Experience leading teams in data gathering, analysis, and reporting.
• Experience supporting client’s senior managers.
• Excellent written and verbal communication skills, and the ability to work with a variety of personnel and stakeholders.

Preferred requirement:
• Data design and analysis experience with Federal or State departments of transportation
• Data warehouse / business intelligence development and reporting experience
