POSITION RESPONSIBILITIES:

Provide program and operational management services to perform contract operations support functions in the Kingdom of Saudi Arabia as the site lead.
Effectively coordinate, direct, and manage contract operation support functions involving multiple, complex and inter-dependent project tasks.
Manage teams of contract support staff in Kingdom of Saudi Arabia.
Meet with NETSAFA, RSNF, and contractor personnel to identify and review task plans and deliverables, ensure conformance with program task schedules and costs and provide administrative and logistical support for contract support personnel.
The Candidate shall be familiar and able to support systems for which training products and courses will be delivered which may include, but are not limited to, the following:
Global Command and Control System Joint/Maritime (GCCS-J/M)
Naval Modular Automated Communications System (NAVMACS)
High Frequency (HF), Ultra High Frequency (UHF), and Very High Frequency (VHF) Radios and Antennas
Tactical Data Links (Link-11 and future Links)
Combined Enterprise Regional Information Exchange System (CENTRIXS)
Network Communications (e.g., Internet Protocol, Radio Frequency, Satellite Communication (SATCOM)
Air Defense Systems Integrator (ADSI)
Visit, Boarding, Search, and Seizure (VBSS)
Global Maritime Distress and Safety System (GMDSS)
Audio Processing Systems (APS)
Emergency Radio Systems
Fiber Optic Transport Network (FOTN)
Closed Circuit Television (CCTV) Systems
Video Display Systems; and Video Teleconference (VTC) Systems.
The Candidate shall develop and deliver a Program Management Plan
The Candidate shall develop, deliver, and implement a QA Plan
The Candidate shall develop and deliver a Risk Management Plan
The Candidate shall conduct Quarterly Status Reviews (QSR) summarizing current and cumulative cost, estimate-at-completion, schedule, and performance status of the TO
The Candidate shall support the development of technical and programmatic briefing material related to TO performance.
The Candidate shall attend and function as training advisor and training Subject Matter Expert (SME) in RSNF C4ISR formal and informal in-process reviews, design reviews, meetings, Integrated Product Teams (IPT), conferences and briefings occurring in CONUS and OCONUS locations.
The Candidate shall review, research, and evaluate proposed training programs and shall develop scheduling artifacts such as Plans of Action and Milestones (POA&M) and Integrated Master Schedules (IMS).

POSITION REQUIREMENTS:

US Citizen.
Only candidates currently possessing an Active Secret Clearance (or higher) will be considered for this position.
Bachelor’s Degree in Education, Technical, Business, or a related field.
Master’s Degree preferred.
Seven+ (7) years of experience successfully managing large teams (e.g., 20+ person);
Five+ (5) years of this experience in direct support to a program office (PMW) or similar ' organization with the Department of the Navy (DoN).
Five+ (5) years of experience with Command, Control, Communications, Computers and Intelligence (C4 I) System of Systems;
Three+ (3) years of this experience must be in maintaining C4 I systems.
Demonstrated experience with training, classroom instruction, curriculum development, training evaluation, and assessment of classroom equipment requirements.
Demonstrated experience with United States Navy (USN) training requirements and processes (e.g., Naval Education and Training (NAVEDTRA) 130 series).
Demonstrated knowledge of Foreign Military Sales (FMS) processes and procedures.
Demonstrated experience working with U.S. Government (USG) military/government officials (e.g., Program Managers, GS-15 civilians, 0-6 field grade officers).
Demonstrated experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and hazard pay).
Demonstrated ability to use Microsoft Office applications and computer databases.
Demonstrated ability to effectively communicate verbally and in writing with Flag Officer level personnel regarding technical and programmatic issues.
Preferred skills:
2+ years demonstrated experience managing large-scale programs for PMS/security cooperation services valued at $10M.
Demonstrated experience with the SPAWAR organization and its products/services.
Demonstrated experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.
Demonstrated experience with successfully recruiting staff and retaining personnel.
Program Management Professional (PMP), Defense Acquisition Workforce Improvement ct (DA WIA) Level III in Program Management or similar certifications.
Defense Institute of Security Assistance Management (DISAM) Security Cooperation Management (SCM) courses such as SCM-CONUS (SCM-C) or SCM-Case Management (SCM­CM).
Demonstrated experience interacting with US and foreign senior military/government officials.
DISAM International Affairs Certification Level 2 or Level 3.
