Full-time Jr. Cradle to Grave Specialist #2408

Kiliuda Consulting, a subsidiary of Three Saints Bay, LLC, has an opportunity for a Junior Contract Specialist to support the Office of Naval Research (ONR) providing “cradle to grave” Contract Specialist support for the agency's diverse contract portfolio. This position provides the opportunity for: significant interaction with ONR Contracting Officers, Contract Specialist and Program Officials; and exposure to all facets of the Federal Government contracting process. Ideal candidates will have a broad knowledge of pre-award and post-award activities and the Federal Acquisition Regulations and PRISM.

This position is located in Arlington, VA. The work is long-term in nature, full-time and available immediately.

Cradle to Grave Contract Support: - assisting the Contracting Officer in conducting pre-award and post-award activities; to include the development, preparation, organization, and administration of contracts, grants, task order, delivery orders, agreements and other contractual documents and special projects as required.
Liaison/Produce Acquisition Documents: serve as a liaison between the business and technical offices to help develop and prepare requirements and planning documents, Justification and Approvals (J&A) Determinations and Findings (D&F), Performance Work Statements (PWS), Statements of Work, (SOW), analyze industry and market conditions to determine sources for Market Research Report (MR) and solicitation documents.
Research Contractual Issues: - research problems on contractual issues, provide recommendations and draft appropriate documentation and correspondence for internal and external distribution.
Broad Agency Announcements: - help in the development and review process for Broad Agency Announcements with the Contracting Officer and technical personnel
Manage Contracts/Files using Automated Systems: Assemble solicitation documents (to include requests for proposal, requests for quote, solicitations, and combined synopsis/ solicitations). Select appropriate FAR and agency-specific clauses and provisions; coordinate, assemble, and update electronic and hard copy contracts and contract related files using contract writing systems (PRISM and other automated systems) to draft contract documents and amendments
Perform fact-finding and Analysis: in support of source selection - solely perform fact finding and analysis and screen contractor personnel for conflicts of interest as required by FAR clause 52.203-16.
Solicitation Support to the Contracting Officer: - provide support to the Contracting Officer for Responsibility determinations; review responses to solicitation for compliance with solicitation requirements; provide technical assistance prior to and during negotiations, consisting of analysis, data collection, and drafting records of negotiations
Evaluate contract proposals: - Assist with and apply cost and price procedures and techniques to evaluate contract proposals (firm fixed price, cost-plus and others)
Post Award Support - coordinate post award functions to monitor and administer contracts unless delegated to the Administrative Contracting Officer
Contract Modifications: - prepare all documentation associated with modifications concerning increases in scope, specification changes, language ambiguities, and/or clarification of contract clauses; incremental funding, redirection of effort, performance extensions, and incorporation of change orders.
Contract Administration/Monitoring – coordinate stop work orders, cure notices, show cause letters, termination of contracts for the convenience of the Government or default by a Contractor and prepare and track internal metrics
Contract Closeout: - coordinate contract closeout with the Contracting Officer Representative (COR) and contract administration office to include outreach and liaison activities with internal technical offices and external entities, review of contract files, compilation and analysis of information, and documentation of contract files.
Requirements:

U.S. Citizen
Active security clearance preferred but not required
Education & Experience:

Bachelor’s Degree
Experience in Federal contracting
Qualifications:

Knowledge of Federal procurement regulations and policies.
Knowledgeable and experience using electronic media, including Microsoft Office software (Word, Excel, Power-Point, etc.)
Excellent communications skills, oral and written.
Strong attention to detail.
Preferred Qualifications:

PRISM
FAC-C/DAWIA II Certified
Prior federal government experience as a GS-1102 series strongly preferred
