Full-time Senior Physical Security Specialist #2625

at Three Saints Bay, LLC in United States Of America

Eagle Harbor is looking for a Senior Physical Security Specialist to support the DHS Federal Protective Service.

Responsibilities:

Provide Subject Matter Expertise (SME) in relation to physical security systems planning, design, implementation, management, and ensure project specifications are compatible with existing FPS technologies and industry standards.
Provide Subject Matter Expertise (SME) in relation to developing, implementing, and documenting the systems integration, data storage and management, and network communications infrastructure for all physical security systems.
Develop Mission Needs Statement (MNS), Capability Assessment Report (CAR), and related documents for the Information Technology Acquisition Review (ITAR) and Authority to Operate (ATO) process of physical security countermeasures systems.
Assist with conducting Facility Security Assessments (FSAs) to evaluate threats, vulnerabilities, and impact of loss/consequences for new facilities, construction, major renovations, etc. In accordance with the Interagency Security Committee (ISC), Risk Management Process (RMP).
Identifying, evaluating, and recommending security countermeasures that ensure the appropriate corresponding level of protection is provided.
Develop complex security processes and maintaining security measures for internal and external stakeholders, with an emphasis on work resulting from ISC Facility Security Committees (FSC) meetings, countermeasure recommendation approvals, pre-site visits, facility site visits, inspections, and security related working groups.
Provide technical information to regional law enforcement/security personnel regarding the application of ISC standards and best practices, civil, military, emerging security technologies, industry standards and best practices.
Assist with the facilitation of meetings, document the minutes, action items, and prepare agendas.
Support liaison activities with internal and external stakeholders to identify, resolve, and mitigate programming issues, nuisance alarms, and security system concerns.
Review and make recommendations on security policies, procedures and standards for physical security systems implementation, maintenance, repair, and life cycle management.
Provide input relating to the National Infrastructure Protection Plan (NIPP), Sector Specific Plan (SSP), and FPS policy and directives related to physical security programs.
Advise management officials on physical security related matters and communicate with FPS HQ regarding physical security policies, guidelines, and initiatives.
Provide detailed input, oversight, SME support, troubleshooting, maintenance, minor repair, testing, and project management
Assist with regional facility inventory management, countermeasure repair, and maintenance program activities.
Write scopes of work, developing cost estimates, and other acquisition documents or requirements that must be reviewed and approved by a government employee.

Requirements:
Ability to pass a pre-employment background check
Associate degree in a technology field; Bachelors degree in technology is preferred
Minimum of Fifteen years experience in a minimum of Eight of the following areas:
Federal facility risk assessment and management programs, and associated methodologies and practices to assist in the development of FPS risk assessments and other ad-hoc reports related to the physical and technical security of the facility.
Management methodologies relating to facility information, input and reporting of FPS activities, and review and input on national and regional policies and resource information.
AutoCAD or related software in the development and review of facility project drawings, related to security countermeasure projects.
Software programs and communication protocols used in the programming and management of IP based security systems.
Programming and maintenance of Video Surveillance (VSS) systems
Physical Access Control Systems (PACS) programming and system management, to include device configuration, system schedules, user groups and access rights in a network environment.
Conducting Facility Security Assessments (FSA), Measures of Effectiveness (MOE) testing and security countermeasure design and implementation.
Recommending, planning, integration, and implementation and overall project management for enterprise level physical security countermeasures.
Continuity of Operations Planning (COOP) and risk management principles and guidelines.
Extensive knowledge of state-of-the-art security systems and technologies to assist FPS in recommending the most relevant and current systems to implement a comprehensive critical infrastructure security plan.
Expertise in the installation, maintenance, and system administration of multi-layered/integrated security systems which include physical access control systems as defined by Homeland Security Presidential Directive 12 (HSPD-12) and Federal Information Processing Standard (FIPS) 201,
Extensive knowledge of ISC’s standards and best practices such as the Risk Management Process (RMP), The Design- Basis Threat (DBT) Report, Facility Security Level (FSL) Determinations for Federal Facilities, The Use of Physical Security Performance Measures, and Facility Security Committees (FSC).
Extensive knowledge in program and project management related to electrical, electronic, or information technology system design and construction for new and existing facilities.
Knowledgeable in physical security policies, directives, guidelines and training methods, impacting civil, military and intelligence agencies in an extensive variety of physical security program areas.
Knowledgeable in the software tools used by FPS that captures, assesses, stores, and manages information regarding inspections that measure security risks of Federal facilities.
Ability to organize and present data, reports, and financial considerations in a clear, concise, and professional manner.
Proficiency in Microsoft Office Word, Excel, Project, and PowerPoint.
Ability to conduct detailed research and analysis of technical and cost data.
Ability to resolve complex problems with minimum supervision.
