Full-time Senior Program Manager #2687

Eagle Harbor, LLC a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, is seeking a Senior Project Manager to support the US Coast Guard in their Office of Procurement Policy & Oversight Government Purchase Card Program



Responsibilities:



Responsible for all Contractor work performed under this PWS
Serve as single point of contact for the Contracting Officer and the COR.
Provide Oversight / Audit Support Services
Support the COR with audits and reviews of USCG purchase cardholders’ activities as required . The Contractor shall assist the COR in performing the Post-Payment Audit and internal audits/reviews of USCG purchase cards.
Oversee receipt of transaction lists each billing cycle, identify the cardholder and Approving Official (AO), notify the cardholder and AO and explain the post-payment audit, inform them that one of the cardholder transactions has been listed for audit, provide the necessary instructions, collect information and compile it, and submit the results to the CPOPC for review and approval.
Maintain all documentation (physical or virtually) associated with the reviews. All documentation shall be clearly labeled, indexed and filed in an organized fashion to allow for future reference for six years in accordance with National Archives and Records Administration (NARA) records retention requirements
Provide daily support to the Purchase Card Program Manager
Monitor the purchase card merchant bank system to ensure the USCG Purchase card hierarchy structure is correct, up to date, and in accordance with system constraints.
Monitor the USCG’s financial system (currently Financial System Modernization Solution (FSMS)) to ensure purchase card mapper files (transaction files) are successfully uploaded daily. In additional work with FINCEN (Finance) and USCG Human Resources to ensure purchase card community member information (cardholder, approving official, FOPCS, etc) is up to date and current.
Provide the necessary support to add purchase card program participants into any of the U.S General Services Administration (GSA) Commercial E-Commerce Portals (commonly referred to as Commercial Platforms).
Oversee Purchase Card Program Hierarchy and Merchant Category Code (MCC) Management Support Services
Monitor and provide recommended additions, deletions, and corrections to the COR regarding the USCG Purchase Card Hierarchy. The Contractor shall assist the FOPCs, AOs and cardholders, by serving as the primary point of contact for hierarchy related questions and issues.
Work with the COR and the Field Organization Program Coordinators (FOPCs) to ensure purchase cards have the necessary controls and Merchant Category Code (MCC) lifts and ensure that cards are correctly programmed in the banks purchase card system.
Work with the COR to ensure the cards are under the correct USCG office and hierarchy with in the servicing bank’s (currently Citibank) electronic access systems.
Oversee Merchant Category Code (MCC) Analysis Services
Assist cardholders and FOPCs by serving as the primary point of contact for MCC related questions and issues
Review and monitor cardholder unique approved MCC to ensure cardholders have the necessary approvals to make purchases
Perform card-by-card analysis of the Merchant Category Code (MCC) to verify that cardholders have the necessary controls and authorizations for MCC that are used for the USCG’ unique mission and military structure.
Oversee help-desk support type services in case of an emergency during non-routine (after hours, weekend, and holiday) business hours.
Oversee all Training/Presentations requirements
The Contractor shall assist the COR in the development of training/briefing and presentation materials. Drafts will be submitted to the COR for review and approval. The Contractor shall conduct training on various purchase card policy related topics determined by the COR. The Contractor shall provide support for all aspects of the training services required.
Develop and deliver training programs which address the various functional needs identified by the DHS Purchase Card Program in onsite or virtual training various USCG locations located in the United States. This support may include providing detailed guidance to staff on use of the following systems, subject to change in the future: Current servicing Bank’s Electronic Access System
Assist in determining the existence of issues that government purchase card community staff may have in understanding their compliance responsibilities and report in the monthly status report.
Provide detailed advice and guidance on pertinent policy documents and reporting requirements associated with the specific functional area for which training is required
Develop materials for in-person classroom delivery to train the USCG purchase card community
Develop training and reference materials for posting online for use by the USCG purchase card community using 2016 Microsoft Word, Excel, and PowerPoint
Attend meetings and events as may be necessary to serve the needs of USCG purchase card community training activities, such as the U.S. General Services Administration’s Smart Pay Training Forum.
Requirements:

US Citizen
Ability to obtain/maintain a Secret Clearance/Active Secret preferred
Ability to pass a pre-employment background check
Masters’ degree and 10 years of relevant experience OR Bachelors degree and 15 years of relevant experience
Personnel shall be highly proficient in following computer skills:
MS Office (Word, Excel, Outlook, Access)

Spreadsheets (Excel- pivot tables, comparative analysis of purchase card data, graphs)

Presentation/Slideshows (PowerPoint and Teams)

Excellent written and verbal communication skills
Personnel shall be highly proficient in following computer skills: to be able to perform data analysis using purchase card data, create presentation and or graphs.
