Kiliuda Consulting, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking an ITIL Program Manager.



Responsibilities:

Responsible for performance of work of the C5I Acquisition Support Tiger Team, such as developing acquisition strategies, acquisition artifacts, and executable acquisition packages leading to solicitation, contracting, and procurement of C5I systems, services, & products.
Has full authority to act for Kiliuda on all matters related to performance of the work.
Provide C5I system project management. Applies acquisition processes, acquisition related business practices, and acquisition business re-engineering.
Perform acquisition process development, acquisition metrics development, workforce planning, communications.
Perform measurable process improvement and/or continuous improvement tasks, including value process analysis.
Ability to attend on-site meetings/events on a quarterly basis.


Requirements:

US Citizen
Ability to pass a pre-employment background check
Ability to pass a Federal Background Check
Ability to read, write, speak, and understand English
Bachelors degree with three years of project management experience
Must have a Project Management Professional (PMP) certification from the Project Management Institute (PMI) or equivalent
Must have an Information Technology Infrastructure Library (ITIL) Foundation certification
Certification or demonstrated recent (i.e. within 2 years) experience in business process development, value process analysis, and management.
Experience in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management and hold Level 1 FAC-C and/or Level II FAC Contracting Officer Representative (COR) certifications.
Demonstrated competency in C5I system project management, government acquisition processes, government acquisition related business practices, acquisition business re-engineering, acquisition process development, acquisition metrics development, workforce planning, communications, and management-related issues.
Must have at minimum, training and preferably a certification in measurable process improvement and/or continuous improvement methodology including value process analysis as well as organizational quality programs such as Six Sigma, Lean Six Sigma, Total Quality Management, or similar.
Preferred Position Requirements:

Training in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management and hold Level 1 FAC-C and/or Level II FAC Contracting Officer Representative (COR) certifications, is preferred.
