Full-time Strategic Communications and Policy Development Specialist (3587)

at Three Saints Bay, LLC in Washington

Eagle Harbor is now hiring a Strategic Communications and Policy Development Specialist to join our team in support of our federal government client in Washington, DC.

Responsibilities:

Provide daily support to provide oversight and assignment of the tasking system: inputting new taskings from a variety of government sources, package and delivery of completed taskings, and archiving those taskings.
Ensure all appropriate stakeholders are informed of tasking related issues, and track responses and statuses, as appropriate.
Maintain and update the FOF PMOÂ’s Document Control Process to reflect current document control needs, including routing procedures, document storage protocols, and guidelines/templates for PMO standard documents.
Implement the Document Control Process, ensuring FOF PMO formal communications comply with CBP and DHS Office of the Executive Secretariat (OES) guidelines.
Provide Communications Milestones for high-profile or problematic projects.
Advise and provide input in coordination with internal FOF PMO communications concerning projects and initiatives and with communicating to external Federal and other entities the FOF PMO mission and initiatives.
Training and assistance to FOF PMO employees with communications-related initiatives.
Maintain the PMO's organizational chart and other PMO organizational documentation. Update FOF PMO Organizational Chart monthly.
Provide subject matter expertise through analysis and recommendations pertaining to communications and organizational change for the projects and initiatives.
Assist other FOF PMO teams in drafting communications for issue management as needed.
When appropriate work with other FOF PMO teams to provide direct and tailored communications support.
Coordinate the FOF PMOÂ’s Town Hall meetings, including creating presentations and materials, arranging for meeting space, and coordinating conferencing technology.
Keep stakeholders informed of project activities, areas of program concern, and program-level risks or issues.
Schedule, organize and facilitate monthly meetings to prepare for Field Office calls with OFO. Ensuring all agenda items are addressed.
Draft Communication Strategies to ensure the distribution of necessary information to the right individuals.
Propose draft responses to Congressional, media, and DHS/CBP leadership inquiries regarding port facilities.
Assist in developing talking points and issue papers for OSF Management/FOF PMO Leadership for internal and external meetings and hearings.
Develop status presentations for the FOF PMO business partner, as required.
Propose draft responses to information requests from Congress, other Government Agencies, and DHS and CBP officials.
Utilize existing CBP-approved communications templates as well as to develop new templates, as required.
Draft and distribute, once finalized, an internal Monthly Newsletter for the FOF PMO, focused on internal and external news of interest, project and program issues, and administrative matters.
Maintain and provide draft responses to questions in the Communications group mailboxes from internal and external Stakeholders regarding planned or on-going projects, taskings, and initiatives. The Contractor shall draft and maintain, once it is finalized, a “frequently asked questions” page on the OSF’s internal website, SharePoint.
Draft, create, maintain, and revise, as needed, pages located on the FOF PMO internal website, SharePoint.
Assist in the granting of permissions to the SharePoint site for internal and external stakeholders.
Develop policy, and supporting documentation such as process framework documents, for programs internal to the FOF PMO.
Provide policy support to all areas of the FOF PMO wherever needed.
Support proposed legislative efforts and authorities (ex. Free Space legislation and micro-purchase delegation). This includes drafting legislation, research, and development of a business case, preparing briefing materials and issue papers for OFAM leadership, GSA and OMB.


Requirements:

Ability to pass a pre-employment background check
Ability to pass Agency Clearance
Bachelor's degree in Communications or related field (or equivalent experience)
Minimum of five years related work experience is required
Proven ability to perform in a lead capacity
Motivated self-starter
Excellent written and oral communications skills
Must have experience in developing a communication plan, creating, writing and distributing newsletters, and other correspondence.
Ability to analyzing specific organizational policy issues and anticipate communication needs and potential reactions.
DHS or CBP experience is preferred, but not required
Position is located in Washington, DC
